Registered Builders have an established reputation with their
local subcontractors, financial institutions, suppliers and with customers like
yourself. The information provided below is an overview of the Registered Builder Application process and the requirements to receive certification as a HBASI Registered Builder.
REGISTERED BUILDER APPLICATION PROCESS
Builder Members who wish to become a Registered Builder must first fill out a Registered Builder application and return it with a check for $25.00.
Registered Builder Application
After receiving the completed application, letters must be mailed to each person listed as having purchased a home built by the applicant (see sample letter). Letters are also to be mailed to the list of supplier/sub-contractors (see other sample letter). When the letters are completed and returned, the Registered Builder Committee should meet and review the application and letters of referral. They can also request to interview the applicant if they deem necessary. They then decide whether or not to recommend to the Board of Directors that the applicant be approved as a Registered Builder. Then, at the next Board of Directors meeting, a representative of the Registered Builder Committee attends and makes the motion to approve or not approve the applicant. Then someone on the Board must second their recommendation and a vote is taken.
If an applicant is approved, a letter and packet is to be mailed to the applicant notifying him/her of acceptance. (See sample letter and packet contents.) If the applicant is not approved as a Registered Builder he/she must be notified.
If approved as a Registered Builder, it should be so noted in the Membership Directory with the appropriate symbol.
The Registered Builder must earn 20 educational credit hours within 2 years and 6 educational credit hours each year thereafter to maintain registered builder status. If they do not earn those credit hours, they lose their registered builder status until they earn the necessary hours.
All Registered Builders should be advised by letter in August of the status of their credit hours earned so far so they will know in time to pick up additional credit hours before the end of the year. The City of New Albany requires builders doing business in New Albany to be licensed there and earn 6 educational credit hours per year. They will honor educational credit hours earned through the HBASI as long as they are for seminars or courses taken. They do not recognize credit for attending dinner meetings, etc.
Registered Builders are to attend a minimum of 2 dinner meetings each year in addition to their educational credit hours.
Near the end of the year, registered builders often call the office asking us to send a letter to them so they can give it to the City of New Albany verifying that they have earned the necessary 5 hours. REGISTERED BUILDER QUALIFICATIONS
New applications for Registered Builder membership should meet the following qualifications:
- Have a credit history acceptable to the committee.
- Have two (2) Registered Builder sponsors who have personal knowledge of the applicant’s business integrity and construction activity.
- Have been in the construction business for a period of one (1) year.
- Have controlled and supervised all phases, including the financial and “on-site” responsibilities, of a minimum of six (6) residential dwelling units or other experience.
- Whose principle income is derived from the building of dwelling unites and/or related real estate activities.
- Submit names of five (5) consumers for purposes of reference.
- Submit Certificates of Insurance for Worker Compensation and General Liability.
- Appear before the Registered Builder Committee for a personal interview if requested.
- Must acquire 2 educational credit hours within 2 years to remain a Registered Builder and earn 6 educational credit hours per year thereafter.
- The Registered Builder Committee reserves the right to recommend or deny approval of applicant based on its previous experience and/or other factors that may indicate that applicant is qualified/not qualified to represent the Association in a professional manner.
- New applicants must sign an agreement that they will abide by the rules and regulations of the Registered Builder Program as contained herein or as subsequently modified; abide by the Code of Ethics of the HBASI and the NAHB and abide by the decisions of the Registered Builder Committee.
Credit hours for service on Board of Directors or Committees:
8 credit hours per year for Board or Committee CHAIR
4 credit hours per year for Board or Committee MEMBER
4 credit hours per year for building in the Home Expo
